Towards reconstruction and rehabilitation in Sudan
Priorities for post-war economic recovery in support of a democratic transition
The emergence of an effective civilian government in Sudan has been consistently undermined by the control wielded by the Sudanese security institutions over large swathes of the country’s political and economic structures. Since April 2023, the country has been plunged into a devastating war between the Sudanese Armed Forces (SAF) backed by Islamists in the former regime, the Rapid Support Forces (RSF), and other armed groups.
Only the end of the war and a return to a civilian democratic transition is likely to prevent Sudan from veering towards state collapse and fragmentation. Even if the war were to end soon, the impact of the destruction it has caused will continue for decades and reconstruction will require huge financial and human resources. The economic situation will continue to deteriorate if the war is protracted, or a government is formed that is not accepted by the majority of Sudanese and the international community. The resumption of international support will require the establishment of a credible reform-minded civilian government committed to democratic transformation.
